South Korea adds Korean test for migrant-background students

When a migrant-background student enrolls in a South Korean school, teachers will soon have a structured way to see which parts of Korean the student can already handle. The Education Ministry is introducing a teacher-administered assessment for elementary, middle and high school students, covering listening, speaking, reading and writing.

The test sorts each skill into four proficiency levels and uses standards for four groups: grades 1-2, grades 3-4, grades 5-6, and middle and high school. That gives schools a common starting point when students with limited Korean arrive at different stages of their education, rather than relying on a less systematic first impression.

The results connect to the ministry’s artificial intelligence-powered Korean-language platform. It can recommend individualized learning content, provide an interactive AI tutor and track progress through a learning-management system. The platform’s materials include 1,950 lessons on everyday and school Korean, grammar, vocabulary, and language needed for subjects such as Korean and mathematics; speech and handwriting recognition support speaking and writing practice.

The scale explains why the ministry built the tool. The number of migrant-background students rose from 46,954 in 2012, or 0.7 percent of all students, to 202,208 in 2025, or 4 percent. The ministry developed the standards after consulting 16 regional education offices, teachers and experts. Schools will initially rely on the teacher-administered test, while a separate assessment that students can take directly online is being developed for the first half of 2027.

So what changes in practice? Teachers can identify more precisely what a newly enrolled student can do independently and where support is needed, then use that diagnosis to select language and academic help. The tool is intended to help teachers identify what students can do on their own and where they need help, then choose language instruction or other academic support.
